If you own property in Spokane County with an on-site septic system, you may already be required to have it inspected regularly, and new rules mean that requirement is only expanding. Dow Excavating has two certified O&M (Operations & Maintenance) inspectors on staff and can perform required septic inspections for residential and rural properties throughout Spokane County.

What Is an O&M Inspection?

An O&M inspection is a required evaluation of your on-site sewage system (OSS), commonly known as a septic system. A certified inspector assesses the condition of your system components, checks whether tanks need to be pumped or repaired, and evaluates whether the drainfield is functioning properly.

The completed inspection report is submitted to the Spokane Regional Health District (SRHD) to keep your operational permit current.

The inspection helps: 

  • Identify potential issues early

  • Extend the life of your system

  • Protect groundwater and surrounding properties

  • Keep homeowners in compliance with local regulations

Our inspectors hold current O&M certifications through the Washington On-Site Sewage Association (WOSSA) and are authorized to complete and submit inspection reports to SRHD on your behalf.

So, Who Needs an Inspection, and When?

Septic system O&M inspections in Spokane County fall under the jurisdiction of the Spokane Regional Health District (SRHD). Depending on your system type, inspections are required either annually or every three years.

Additionally, beginning February 1, 2027, Washington state law will require an O&M inspection by an approved provider before any property can be transferred or sold.

We strongly recommend checking directly with SRHD for the most current requirements for your specific system. Rules around O&M requirements are evolving, and SRHD is the authoritative source for what applies to your property.

 

You may need an inspection if you fall into one of these categories:

  • Homeowners required to renew their septic operational permit
  • Property owners preparing to sell or transfer real estate in 2026 or 2027
  • Rural landowners who aren’t sure when their last inspection was
  • Anyone who received a notice from SRHD about an overdue inspection
